N9033 - Emergency Support Function

Course Description:

The U.S. Forest Service (USFS) and U.S. Fire Administration (USFA) will be hosting training for USFS, Department of the Interior (DOI), and USFA personnel who may serve in Emergency Support Function 4, Firefighting (ESF4) positions, including ESF4 Primary Leader (ESFL), ESF4 Wildland Support (ESFW), ESF4 Structure Support (ESFS), and ESF4 Administrative Support (ESFA).  These positions are activated to support the Federal Emergency Management Agency (FEMA) under the National Response Framework (formerly the National Response Plan) during emergencies and disasters. 

Objectives:

As a result of attending this course, students will be able to:

  • Identify the authorities and mandates that govern the ESF4 Annex of the National Response Framework.
  • Describe the mission and the concept of operations for ESF4.
  • Given a scenario, demonstrate their knowledge of the authorities, policies, and concept of operations of ESF4.
  • Describe the ESF organizational structure at the National Response Coordination Center (NRCC), Regional Response Coordination Center (RRCC), and Joint Field Office (JFO).
  • Describe the organizational structure within ESF4.
  • Describe resource mobilization processes for Federal assets.
  • Given a scenario, explain the processes for mobilizing Federal assets.
  • Define the types of mutual aid and assistance.
  • Given a scenario, explain the criteria used to mobilize assets through mutual aid and assistance agreements.
  • Describe incident business management guidelines for ESF4.
  • Define the information management and reporting methods and processes used to support ESF4.
  • Given a simulation, apply the principles required to staff the ESF4 Desk.

Target Group:

The primary target audience for this course includes USFS, DOI, and USFA personnel who may be assigned to the ESF4 Primary Leader position, ESF4 Wildland Support position, ESF4 Structural Support position, or ESF4 Administrative Support position at the NRCC, RRCCs, and JFOs.  Qualifications for these positions are attached and can also be found in FSH-5109.17.

Participants for this course must have completed the following training courses:

  • IS-700  National Incident Management System (NIMS), An Introduction
  • IS-800  National Response Framework:  An Introduction

It is recommended that participants have completed the following training courses:

  • I-300  Intermediate Incident Command System
  • I-400  Advanced Incident Command System
